The city plans to charge its own Water Board at least $1.4 billion in rent over four years to lease water and sewer systems, The New York Times first reported.
Councilman James Gennaro described the funding mechanism as a 'hidden tax' to score extra money from New Yorkers without hiking property or sales taxes.
Owners of single-family homes pay $1,088 on average for water each year, and the proposed increase would raise that amount by $93, according to The Times.
Liz Garcia, a mayoral spokeswoman, defended the plan, stating New Yorkers pay less than the average American in a large city for water quality and delivery.
